The castle was founded in 1101 by Robert de Belleme,[1] the son of the French Earl, Roger de Montgomery, who succeeded his father to become the Earl of Shrewsbury. Its principal feature, a square great tower, was built during the reign of Henry II.

The district was formed on 1 April 1974, under the Local Government Act 1972. It was a merger of the Bridgnorth Rural District, Much Wenlock Municipal Borough and nearly all of the Shifnal Rural District.
The settlement of Wribbenhall, on the eastern side of the Severn, and now part of Bewdley, was recorded in the Domesday Book as being part of the manor of Kidderminster. By the 14th century, the town had come to be known as Beau lieu, French for "Beautiful place" - a compliment that fits well with John Leland's statement in his Itinerary two centuries later that "a man cannot wish to see a towne better".
